    I received a reply from the University of Suffolk. At least they are taking it seriously and haven't just fobbed me off

    Thank you for your email of 18 July 2021 sent to the Chair of the Board. I am writing to acknowledge receipt of your complaint which has been sent to our Director of Estates, Nigel Lucker to investigate, and he will be in contact in due course.

    I received this reply from Ipswich Borough Council's complaints department. It sounds like they are just passing the buck.

    Reason: This complaint should be sent on to IPSERV to deal with through its own complaints procedure

    Reply and ask if that is their final word because the evidence shows IPSERV is a ‘commercial arm’ of the council and run by prominent members (name them). 
    Tell them you are taking this complaint to the Local Authorities Ombudsman and you want the Council to confirm that you have exhausted their complaints system by complaining about these Councillors’ conduct and the commercial ‘arm’, and you are checking that they really are content to refuse to log this as a formal complaint about an offshoot of the Authority and their publicly paid officers. 
    Ask them to confirm the exact relationship between the Authority and IPSERV.
    Finish by saying they either need to provide you with the pathway to the Ombudsman now, or reconsider their initial response and investigate properly. Give them 14 days.

    I just looked at companies House and it says that the borough council has over 75% of shares and over 75% of ownership and voting rights and the right to appoint and remove directors.

    I am contacting you in reply to your decision to close my complaint ref no;

    Is this your final word because I know that Ipserv are the commercial arm of Ipswich Borough Council and run by prominent members of your council including your chief executive,; Head of Culture & Environment and; Human Resources Operations Manager, plus Ipswich Borough Council has over 75% of shares, over 75% of ownership and voting rights and the right to appoint and remove directors?

    I am taking this complaint to the Local Authorities Ombudsman and my local Member of Parliament and I want the Council to confirm that I have exhausted your complaints system. I shall be complaining about the above Councillors’ conduct and the commercial ‘arm’, and I am checking that you really are content to refuse to log this as a formal complaint about an offshoot of the Authority and your publicly paid officers?

    I ask you to confirm the exact relationship between the Authority and IPSERV.

    You either need to provide me with the pathway to the Ombudsman now and the procedure for starting a complaint with them, or reconsider your initial response and investigate properly

    Yep as long as it starts 'Dear Sir/Madam' and ends 'yours faithfully' as a formal letter would. 

    And I would change this to sounds a little less sharp:

    I give you 14 days to respond.

    I am keen to have my complaint properly investigated by the Ombudsman but in the interests of giving the Council a fair chance to reconsider their position and escalate my complaint (not to any of those persons connected to IPSERV of course) I am prepared to allow more time.  As such, I expect your final response within 14 days and I will copy this email trail to my MP (name of MP) who is also taking an interest in my complaint.
