I received a reply from the University of Suffolk. At least they are taking it seriously and haven't just fobbed me off

I received this reply from Ipswich Borough Council's complaints department. It sounds like they are just passing the buck.

Unfortunately we are unable to deal with your complaint, due to the reason listed below.
Your complaint has now been closed.Reason: This complaint should be sent on to IPSERV to deal with through its own complaints procedure

Reply and ask if that is their final word because the evidence shows IPSERV is a ‘commercial arm’ of the council and run by prominent members (name them).Tell them you are taking this complaint to the Local Authorities Ombudsman and you want the Council to confirm that you have exhausted their complaints system by complaining about these Councillors’ conduct and the commercial ‘arm’, and you are checking that they really are content to refuse to log this as a formal complaint about an offshoot of the Authority and their publicly paid officers.Ask them to confirm the exact relationship between the Authority and IPSERV.Finish by saying they either need to provide you with the pathway to the Ombudsman now, or reconsider their initial response and investigate properly. Yep as long as it starts 'Dear Sir/Madam' and ends 'yours faithfully' as a formal letter would.
And I would change this to sounds a little less sharp:I give you 14 days to respond.to
I am keen to have my complaint properly investigated by the Ombudsman but in the interests of giving the Council a fair chance to reconsider their position and escalate my complaint (not to any of those persons connected to IPSERV of course) I am prepared to allow more time. As such, I expect your final response within 14 days and I will copy this email trail to my MP (name of MP) who is also taking an interest in my complaint.
