They've provided me with the contract now. I'm not sure what I am supposed to be looking for.

You sent an FOI asking for sight the contract as well as the tendering process. The latter has still not been provided, nor an explanation why not.
The ICO believes the Uni does not hold this information, but this begs the question, why not.
Perhaps you should thank them for the copy of the contract extract and then politely ask them when they will be providing the details of the tendering process as originally requested in the FOI.
Ask them specifically if a tendering process was carried out and if there was, ask them why they are they refusing to provide it, or if there wasn't one, why not.
Do you know if they are supposed to have a tendering process for contractors?
Do you know if Ipserve have been granted advertising consent from the local planning department for their signs? Not having it is a breach of para 12 of the PoFA, and more importantly, not having it is a criminal offence.I married my cousin. Unless you can find some other rule or regulation covering the Uni tendering process, I would suggest that no, there is no point in pursuing this further.
