Agreed , they have not offered ADR by POPLA , which costs considerably less than their proposal , they are BPA AOS members and Popla is the designated BPA ADR service provided by the ombudsman , so counter with an offer of Popla and they pay the £30 if they lose !!
ADR is ADR , so the standard option is better and cheaper than the non standard offered option with more experience. There is no time limit and no reason why ipserve cannot offer it , seeing as it's never been offered in the past

Dear Florence,
I am writing to you to inform you that I reject your client Ipserv Limited’s offer of paying £70 for mediation at Cambridge Alternative Dispute Resolution as I am not prepared to pay for this service. Instead, I propose to your client Ipserv Limited the alternative of using POPLA for Alternative Dispute Resolution as this service is free to the consumer and your client would only have to pay £30 if POPLA rules against them. Your client is a BPA AOS member and POPLA is the designated BPA ADR service provided by the ombudsman.
A POPLA code can be issued at any time by a Private Parking Company so there is no justification for your client refusing this request. There is no arbitrary time limit and other operators offer POPLA codes at all stages to resolve disputes. The ADR regulations state that ADR should be made available for not less than a twelve month period.
Therefore, I propose that your client offers a POPLA code that they previously refused.

I think the charge used to be £27 or £27.50 plus VaT. The PPC doesn't have to pay if they decide not to proceed once they have seen the motorist's appeal.
