More than half of the accumulated losses are to cover the deficit on the defined benefit pension scheme (£412,000) !!!! Whoa.
The words 'State Aid' come to mind here. Complex and what a minefield! - Not a level playfield for sure when their employees get a defined benefit pension scheme - can't imagine there are any other PPC parking attendants in the country that get that!

So does that mean that the directors are going to receive a pension for being on the council board and with Ipserv?The accounts don't show any Directors as being remunerated - so the answer is no.
But - the average salary in 2019 of the 10.5 employees was a staggering £42,782 each and in 2020, this dropped to £22,800 for each of the 63 employees - bearing in mind this will cover all the parking attendants. Add the defined benefit pensions on top and everyone seems to have quite a cushy number..

On the BPA guidelines it says this (in the picture). As can be seen on the letter sent by Ipserv posted above, all they have put on the letter is their logo but there is no address, part of the UK or company registered number. Is it worth mentioning that when I email the BPA?
Also, are they supposed to sign the letter?

That's not something for the BPA.
But the fact that IPSERV are the commercial arm of a Local Authority should lead to a secondary question to the DVLA - why are IPSERV citing the POFA (private land enforcement only) and why are they using ANPR at some sites, given they are a public body and the Deregulation Act 2015 banned such authorities for using ANPR? And why are the using the word 'penalty charge' in places?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
