PCN for parking & visiting Halfords store

The driver parked the vehicle at the Halfords premises @ 550-570 Purley Way, Croydon to visit the store and received a PCN from the UKPS scammers a week later.
Complained to Halfords in writing and they washed their hands off completely. They say they do not own the parking land. The PCN displays we parked at the address 550 - 570 Purley Way, Croydon(which is were Halfords is).
It appears like "some" parking slots at the premises have been ring-fenced for Halfords customers which we weren't aware. The rest are being monitored by the UKPS scammers.
There was a sign(attached) indicating the parking did not belong to Halfords, but we failed to notice the same.
We will file an appeal with the UKPS using the template in the Newbies section. Should we:- Ask Halfords who owns the land?(they will most likely come back saying they have no clue). How do we find the land owner to complain?
- Should we make Halfords accountable?. Should we file a complaint with the Ombudsman
- The duration of parking would've been around 10-15 mins. It could well be under10 mins and we have requested a SAR from the scammers
- Pictures captured by the camera display who the actual driver was

Same story from my side, UKPS sent me a notice. I had parked on the bay that was not marked with their notice. Since it is a shared bays how do I know which one is Halfords and which is not Halfords?
I appealed to ias and they too favoured UKPS. What is the next step?0 -
There is no link needed to the Announcement (pinned) permanent advice thread at the top of the forum.
The very worst 'help' I could give would be to randomly link it for people who would never then gain any confidence to hop round the forum reading threads and be able to get back to page one, as we do in seconds after replying to each person.
It's vital newbies see the breadcrumb trail above and use it to get to page one and read what they should have read first.
My signature shows under every reply I make and already tells everyone how to get there from any page.
Any suggestions on how I could make the words below clearer would be gratefully received (but we are not allowed actual working links in signatures).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And stop trying to use this site on your phone (if you are) ... getting help with PCN matters means you need to use a laptop/PC.Jenni x2 -
HelloJust caught this thread while scrolling through the forum. I've been fighting UKPS over a PCN issued at this site last year and I'm going to start my own thread shortly to detail my experiences. The car park is managed by Johnson Felllows, Charter House, 163 Newhall St, Birmingham, B3 1SW and they employ UKPS to issue the PCNs. Wing Yip & Halfords claim to have no involvement. You could try contacting them, though this didn't work for me. The email contact is chris.monteith@JohnsonFellows.co.uk.5

Hi, I just wanted to ask on this thread as it is relative to the same car park. The notice I have seems to cover the bases that the standard letter you provide in the newbies section is using to appeal. They already have included a close up of the parking notice (albeit illegible) and they do state that if we cannot provide the drivers name that the registered keeper becomes liable.
What i can tell you though is that it is clear there is someone there waiting for people to park and leave the vehicle to take the pictures. The photo is clearly taken by a person and we were only in the store for no more than 5 mins.
Just want to make sure that if appealing in the first instance the template will work as they seem to be wising up maybe?0 -

The template might work. It might not.
You are just going through the process.
If you want to progress your issue further can I suggest you start a new thread?
Trying to deal with the problems of more than one person in a single thread can, and will, lead to confusion.6 -
