Every purchase (goods or services) is a contract, even if it is pre-paid.
In the context of phone service, we know what people mean when they say contract: an ongoing, more-than-a-month-term service, usually with a certain amount of calls and data each month. In contrast to PAYG, which we know is different.
What I'm saying is yeah, you're right, but for the purposes of this conversation it's alright to draw the distinction.

You have missed the point (I will give you the people usually mean an up to 24 month minimum term monthly fee rolling contract when they say 'contract', though you missed my point - the person I quoted was being slightly picky/harsh in their point).  Generally the use of the term 'contract' would include 30-day minimum term (e.g. Plusnet or Talkmobile).  So any form of post-pay contract with a credit facility.

There are other contract types than traditional monthly contracts ('contract') and pay & go ('PAYG') - the Lebara, Giffgaff, I presume Asda, etc. pre-paid monthly allowance offerings ('Pre-Paid') - a very crucial service to bridge the price divide between traditional (largely poorer value) pay & go (add credit & use it at a-la-carte rates or to buy a bundle) and 'contract', for those who cannot pass a credit check.  I think the first place I experienced the new hybrid was TPO (not even sure if they still exist).

I like seeing the quid-pro-quo in business - take Lebara's model (which I am very familiar with) - I prepay each month for a set of allowances - I never owe Lebara, so a credit situation does not arise, so no credit check is needed.  I get a great value deal because Lebara have no expenses in relation to performing credit checks or collecting overdue payments. WIN-WIN for me. The only possible losses are no tie in of rates (why with the VF roaming changes I decided to jump back to a 24m minimum term contract) & for those with little or poor credit history, a traditional contract is one way to (re)build credit history, especially with sim-only, where I believe credit checks are much less difficult to pass (as there is no potentially £1000+++ loan to pay for a 'free' phone type of element).
Certain OTT members have caused me to add this disclaimer: all advice given is free of charge & as such should be taken to be IIRC (as I don't spend hours researching all answers  )!
