NCP Parking fine at train station

Hi 
So I received an NCP fine for no payment at a station car park. I needed to purchase a long distance ticket, at the counter, and was told to wait as the person was running late having just come off a night shift decided to wait, in the overflow not parking bays, customer service hours are reduced at present and wanted to get some sleep not wake up in couple hours. I received a fine using an approved ANPR camera. I still have a couple days to appeal having read the newbie section my question is the first step is to simple use the TEMPLATE ''ONE SIZE FITS ALL'' FIRST APPEAL THAT DOESN'T SAY WHO WAS DRIVING: and at the same time appeal to land owner national rail, I actually bought a ticket that day so have the proof and bank statement.     Yes, send that blue text template appeal you have already found.
    Send it without change - no additions or alterations needed.
    Send it as the keeper.

    You have not been fined, please read the newbies. 

    As this car park may be covered by bye laws, do not tell NCP who was driving.  Please read POFA wrt scheduled land, and complain to your MP..

    You never know how far you can go until you go too far.

    The incident happened at Ockendon station. I will send the above just wondered if worth writing to the landowner as well believe national rail as they may then pass on my details as well. Thanks very much.

    So just to clarify I use the template TEMPLATE ''ONE SIZE FITS ALL'' FIRST APPEAL THAT DOESN'T SAY WHO WAS DRIVING: - keep as same
    I can send online and give my name and address as DVLA Keeper
    Reason am appealing I was not operator at the time (mandatory box)
    Screenshot of bank statement showing ticket bought hence i was a customer?
    Complain to C2C or national rail
    Complain to MP

    Yes, you could do that, but why not do what I said earlier...

    Just choose ‘other’ and don’t lie about not being the driver, you simply choose an option that doesn’t say who WAS. 

    Make sure your complaints don’t blab about who was driving because this is do damn easy to win at appeal but not if you blow it by typing ‘I did this’!

    this is the entire point of why the template exists so resist the urge to ruin the tactic by adding stuff a keeper doesn’t need. Just send the template as registered keeper.

    Hi Just thought Id pick this up again, So i did the standard reply as above and heard nothing back no letters anything. They have now passed this on the debt collectors straight away who have increased the amount and demanding payment, trace debt recovery. Is it just a case of ignoring until court? To note I have actually sold the car and in the process of moving houses should i give them my new address. Thanks

    (1) Yep
    (2) Absolutely, you don't want court papers going to an old address. Are you setting up a redirect with Royal Mail?  The car no longer in your possession is irrelevant to the case.

    I do not have a redirect not fully moved yet but i understand its more of a case of contact royal mail to redirect the letter as opposed to contacting the debt collection company and updating my address,
