Just got a Debt Recovery Plus letter re an Invoice for £155.00 regarding Brecon Cathedral and Bransby Wilson Minster Baywatch, which of course I am filing and ignoring other than that . I guess Minster Baywatch have looked at my data, which they want excessive identity for the SAR and thought they would resurrect this old one . I will not supply the excessive ID. I have just emailed Brecon Cathedral via their online form on their website to get the Parking Charge Notice cancelled. This one dates back to 2017. Hopeful that the Cathedral will cancel PCN, it is their land.
Still waiting for ICO complaint via excessive ID on my SAR from about 6 weeks ago.2 -
I got a reply from the Dean of Brecon Cathedral who seemed to think that forwarding my original communication to Minster Baywatch would result in Minster Baywatch cancelling the invoice or Parking Charge Notice. I advised him that as the owner of the land they can instruct them to cancel the Parking Charge Notice. I asked again for them to cancel the Parking Charge Notice.

I have just spotted the ICO response to my complaint, back in my November 2021 emails.
The ICO officer seems to think that they can ask for very personal ID like Passport and Birth Certificate in order to allow me to access my data via the SAR. I am planning to further complain about this to the ICO, but has anyone experienced a similar problem in an ICO complaint where Parking Charge Notice SAR has been requested and refused as they are demanding excessive ID. I submitted my V5C as ID as it includes my name, the registration number of the vehicle and the address they sent the PCN to.
The person investigating my complaint wrote:"I have considered the information available in relation to this complaint and I am of the view that it is up to an organisation which identification documents they can accept. There is no regulation from the ICO that instructs an organisation what identification documents they can or cannot accept.
An organisation has the right to ask for identification before releasing any information as part of a subject access request. Please note the time limit for an organisation to action a subject access request does not start until the data subject has provided the relevant identification document.
We understand that you may be disappointed with this outcome. However, I trust that this information has helped to clarify the role of the ICO and the application of the data protection legislation in this instance. As such, we are not taking any further action as a result of your complaint."

Can't recall where but the ICO has also stated that excessive/intrusive data can't be insisted upon!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You can ask questions that only they would know, about reference numbers or appointment details for example. Or you can ask for ID that you can actually verify. There’s little point insisting on photo ID if you don’t know what the requester looks like – it should be proportionate.5

Sorry to read about your troubles with Parking fines.I would be very interested in the original text of Baywatch Notice or Appeal response they appear to be using a set of generic letters regardless of circumstances?
