Thanks Umkomaas. I ll sit tight and complete the Subject Access Request to Minster Baywatch and write to my MP too. Since I started this thread I have joined Cotswold Lakes Trust as a member, who own/lease the land. A feature of the membership is free parking in the Car Parks that Minster Baywatch operate on their behalf. I have registered both cars that entered the Car Park last year.
I can't work out from the BPA code of practice if PPCs are required on a case by case basis to seek landowner agreement to go to Court if they try and enforce Parking Charge Notice invoices or if they can use a general permission between the Landowner and the PPC.
I understand they had to cough up money to go through POPLA . I am pleased about that!

Re landowner authority, usually they have general permission (a management agreement) and don't have to check with the landowner first.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Fruitcake replied there about it being daft to ask for £10 for the scammers to get the details of the driver from me. Great comment!!. Don't do it readers!
I have just emailed Cotswold Water Trust, formerly Cotswold Water Park again today about whether Minster Baywatch have a general or a specific authorisation to ask Cotswold Lakes Trust about taking court action for alleged debt recovery of a PCN. The Charity owns/leases the land where the Lakeside Car Park is . I also asked about whether they ,the Charity or Minster Baywatch have applied for planning permission for signage and ANPR cameras. My research suggests they have not , but this might be irrelevant.3 -
I contacted my MP and they agreed to contact the Landowner , the Charity who own the land to see if they can intervene. I had asked for them to write to the PPC.
I wonder in general terms if a landowner's complete refusal to intervene in Parking Charge notices is ever contractually the reason or they are contractually incentivised not to intervene. Any comments anyone?1 -
No word from the MP yet as of 29th June 2021 . I asked for an email I sent to the Trust to be forwarded to a Trustee of Cotswold Lakes Trust about 4 weeks ago. I have heard nothing more so I have just sent letters to each of the trustees to the addresses shown on the Charity Commision website. I did not outline my case to them, but outlined the logic of the Charity to reconsider their apparent non intervention policy from a variety of angles. With a bit of luck this might help all those who just pay up for the invoices they receive, even if they feel the feel the invoice is unfair.2
