@YoungBlueEyes - This would be your race to the bottom then. And we wonder why people feel no shared responsibility for improving the situation. 

It`s not a race to the bottom, after a few 7am "starts" the 3am shower lover is usually asleep by midnight, that is the beauty of the technique, it is just throwing their annoying energy back at them in a subtle non-confrontational way. Of course if they genuinely finish a shift at that time they may decide just to brush their teeth at 3am so they can get a lie in in the morning, win win really?

It’s a person’s responsibility to behave respectfully and decently, and if they fail to do so the state/police (?) will step in to redress the balance. 

Not much they can do about showering and bass noise that only the neighbour hears though?

If I could afford to live in "only ever detached", I would do so as, I imagine, would most of us.  If I could afford to move to Germany, I would do so in a heartbeat as they and, apparently, Switzerland, seem to be the only countries with the stones to legislate against pig-ignorant, entitled scum who, clearly, are not going to self-regulate.  If only...

This sort of neighbour doesn`t chime with the sort of profit the house "flipper" supposedly made in the area in a few months though, that is my confusion about the whole thing.

I can only imagine the wider area is really expensive, Crashy and that is how such manage to live there:  It may be one of the cheaper parts, who knows?

Those who fail to consider those around them to the point where they deprive them of sleep are, by my definition, the scum of the earth.  By what right does anyone deprive anyone else of sleep?  It is a torture technique, after all and, imho, there is nothing bad enough that can be visited on those who perpetrate such.  If you have never experienced noisy neighbours in any of your rented domiciles, you are incredibly lucky.  It is hard enough to get any peace when you own your home.
