Yes I believe so, its Lidl who are the problem, they aren't having an exemption list anymore but failed to tell the people who are on it, I'm probably one of many this has happened to1

I have emailed 3 times now, I didnt quote the equality act, but they just said I needed to appeal as there was basically nothing they could do0

Get back to lidl, mention that you require extra time to complete your shop as a customer with a disability as this is a reasonable adjustment they should be making as per the equality act.
tell them that you potentially had an exemption and ask why they are now allowing a system - timed sessions via ANPR cameras that are discriminatory by there nature as the current system does not make any allowances.
A reasonable adjustment would be for a member of staff to check the car park for evidence that an occupant of an overstaying vehicle has a disability when the system flags a vehicle has overstayed.
Or dor lidl to cease using discriminatory systems such as timed ANPR in their car parks

This has been tested by DMUK, a disability charity, for a couple of Councils (Lincoln and Norwich, who now have to allow more time for disabled people) and the same duty applies to Service Providers on private land. End by saying that you will sue Lidl and/or ParkingEye if they continue to unlawfully refuse to make reasonable adjustments of time for you and state that ParkingEye are well aware of this requirement because at some car parks they offer extra time on the signage, and neither firm has any excuse for discrimination and arbitrarily removing the previously granted exemption.
Copy in enforcement@parkingeye.co.uk and include the PCN number xxxxxx/xxxxxx and your VRM in the subject line, to make it easy for P/Eye to exempt your car now and in future, which they will in my experience.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
