What are problems if debt recovery DO have driver's name and scan of license?

    I appealed to The Independent Appeals Service, although from what I've read here they are far from independent and not wroth the time.

    Yes, seems so. I think the argument is whether that right can be extended to his visitors and if cars need to be in specific bays, neither of which are mentioned. 
    Friend is saying he has no contact / dealings with the private car park that are chasing me up. 
    His property includes a garage that he needs vehicular access to.
    No clear distinction between his property and the private car park just in front of it.

    That is much more of a property ownership-related legal question, not one for a parking forum designed to help motorists with first-base parking tickets. 

    You could float it on the LegalBeagles forum where lawyerly types are much more involved than here. 

    We don't have unlimited knowledge and experience to answer any and every question adjunct to basic parking issues.

  • I assumed this would be simple case.
    I am pictured standing next to my car in their photo evidence. I never left it unattended. 
    Someone drove into the car park, took the photo and drove off again. No conversation at all.

    from reply to my first appeal

    • The vehicle was not parked within a designated area/ parking bay
    • the photographic evidence collected at the time of the contravention supports the above statement.
    • signage clearly states "YOU MUST PARK WHOLLY WITHIN A MARKED BAY. NO PARKING ON ROADWAYS"
    • if you are unable to park within a designated area/bay, then you should refrain from parking until you can park correctly in accordance with the restrictions. If you are unsure or require advice, CPM should be contacted (contact details are clearly displayed on all signage). It is the driver's responsibility to ensure all restrictions are adhered to prior to leaving their vehicle unattended.
    • It is often the case that drivers parking outside of designated areas/bays feel that they are not impeding other motorists. However, parking spaces and access ways are meticulously planned to allow sufficient space for other vehicles. Parking contrary to the above can restrict traffic flow, impede emergency vehicles from having ample access and can make developments look disorderly.      

    I am in the photo standing next to the car - i would have thought that undercuts the vehicle being 'unattended'

    Was UKPCM there at the time or have been there for years?   Or another parking firm before them?

    Or is all this new for the estate, which was previously unrestricted?
