    mcol@justice.gov.uk might be a good alternative, although I would use ClaimResponses.CNBC@justice.gov.uk.

    No, because nobody needs an email template to just attach a form.  A one-liner with the Claim number in the subject line. 

    Make sure you get an auto-receipt back.
