I’ve received an overstay in a petrol station NTK from euro car parks I appealed and never received a response after about 6 weeks I enquired whether the case was closed.They informed me by email that they had sent me an email response which I never received ( the alleged email was also sent with a POPLA verification code) .That code has now expired and after asking them to send me another POPLA code they have responded with I am no longer eligible for a second code.Ive contacted POPLA and British parking and they have been of little help telling me to contact citizens advice

Let me guess - went to junk email?
Insist that, as their crappy emails look so much liek spam they get routinely sent to spam boxes, that they simply provide a code. You are legally entitled to access ADR for up to one year, and refusing to supply a code - which costs them nothing extra - is dde facto unreasonable behaviour. You are keeping a note of your time spent, and will claim costs on the indemnity basis

An email from my m.p got them to send another verification code what is my best appeal to POPLA ?

Apart from the examples in the NEWBIES thread?  Not sure what else you are looking for and it will probably lose so no busting a gut.

I’ve followed plan A and plan B Popla ignored the fact the event happened 18/12/20 issued 24/12/20 and received 9/1/21 2 days after the lower payment charge by 7/1/21

Then you should hope that a judge will agree with you

Bear in mind that a letter is deemed to be delivered 2 working days after posting , well before the 9th January
