I’ve looked it up but the fact POPLA ignored it, made me doubt it they were using issue date not date of incident1

POPLA are useless. I'm pretty sure we've said that before
You have to give them the legislation each and every time, then, as if they were 5 year olds, count each day from day 0 to the date the NtK was received to show it is over the 14 day limit.2 -
I also note that you simply sent an appeal and they refused it - we never got to see your appeal, so have no idea on the quality of it. you havent even pasted in why they refused the appeal. We know basically nothing.2

If it was not sent in time to be deemed delivered in time (by adding two working days) you MUST email a complaint to POPLA and tell their complaints team them that John Gallagher apologised for this error by Assessors over a year ago and it is disappointing to see the same mistake being made again.
