With the amount of PCNs that the likes of MOTO, Roadchef, Welcome Break and other MSAs have had to cancel, I’m somewhat astonished that none of them have decided to sever all ties with these PPCs. You would’ve thought that at least one of them might have sussed out that these cowboys are far more of a hindrance than a help.2

Maybe they have decided to look closer at the next parking contract they sign. None of the repercussions will be immediate.
All landowners might (should) start doing that when the regulatory framework comes in, because some of the stuff on the current contracts will hopefully be disallowed by the MHCLG for new Parking Charges.
And hopefully there will be publicity that tells these large landowners that maybe, just maybe, they need in future to pay more regard to their customers than their lying, scheming, money-grabbing parking firm who promised to sort out all their parking issues for free. Funnily enough, I’ve just read on the BBC News app that as part of the eventual easing of Covid restrictions the government have announced a £56m package to “spruce up” England’s high streets and coastal towns. Part of these measures are to entice motorists/shoppers to return to the town centres with ministers announcing a crackdown on “cowboy parking companies.” A new appeals process will be introduced to deal with unfair tickets being issued and a cap on private parking charges. Government officials say this will “give drivers more confidence in heading in to town knowing they won’t be unfairly penalised by rogue operators.” Let’s hope that this signals the beginning of the end of PPCs in this country.2

These ministers know that thriving town centres are great for the economy as a whole, especially after this unprecedented period of uncertainty. Keeping these scammers in check will only ensure that those using town centre shops/seaside resort facilities will keep coming back again and again.2
