If the head lease and the AST conflict where does one go?   IMO, the landlord is at fault and should be invited to pay the charge.

If the landlord (who is the leaseholder and should abide by the terms of the head lease) has passed on more favourable terms than the head lease allows him to via the AST, then I expect you are right and you'd go after the landlord.  Whether or not he would pay/deal is another matter.

As expected, I received the letter with PCM rejecting the appeal. From what I found in one of the websites, I think I will pay it now and then consider taking them to the small claims court. My lease doesn't say anything and I feel they are operating in bad faith. Please let me know your opinions.

(Sorry, in the previous post I meant my AST... not the lease. I'm not the landlord)

do not do anything just yet ... please stay calm  do not pay before all the options are looked at.

You understand the scammers try so hard to make people feel threatened ... just like you right now.

what other website?    take who to small claims ?

Why would you do that?  Why do you not just take out advice and jump through the hoops?    If you pay and then take them to court a judge might think that you are extracting the urine.

If you pay these scammers, you will be marked as a mug and get more and more tickets. How do you know the parking scammers didn't bounce up and down on the car to make the permit slip? How do you know they won't do it again and again?

Why would you not simply do an IAS appeal?   You do realise that paying funds the 'outrageous scam' (Hansard - MPs' phrase) operation and you are sponsoring it?

We've told you that many firms are not contesting them due to COVID, and PCM were already not contesting IAS appeals, preCOVID!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As already said, if there is nothing in your lease/AST about paying a scammer, why on earth would you even think about it?
