If that was a change, it had to be shown on signage that it was going to be changed at some point in the future and it should have been given a grace period whilst the new system "bedded in".4

Please could you read through my draft defence for use with your suggested template:
2. It is admitted that the Defendant was the driver and the registered keeper of the vehicle in question but liability is denied.
3. After being informed that parking was free to NHS staff during the COVID lockdown, the Defendant, an ICU nurse, on five separate occasions parked in the Fountain Street car park which is adjacent to Hull Royal Infirmary site. When approaching the car park from the Anlaby Road end of Fountain Street the Defendant saw a free standing sign, on the same side as and close to the entrance of the car park, which said "Free Parking". On each occasion, on entering the car park and parking close to the entrance, the Defendant could see that all payment machines were covered up with black covers. The Defendant did not see any signs indicating that payment is required when all of the machines are covered up. The Defendant subsequently received five separate PCNs each one incurring additional "administration fees".
You can trust me with this and I want to get refunds if possible, this is not right. You will see from all my posts whose side I am on, and the fact I have direct contact to complain to the two Trade Bodies is not because I'm in their pockets (I am sure regulars will confirm this). I want fairness in the industry and this sort of thing stopped.
I want to put this to the IPC before you all go to the press.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As well as your MP, I suggest you also complain to Boris. Point out that this is a scam, and the stress is making you and your colleagues ill. Neither he nor the NHS can afford for you to be off work because of the actions of an unregulated private parking company. Point out that MPs across all parties have called these companies scammers, rogues, and bloodsuckers, and he should contact Sir Gregg Knight MP if he needs more information.

^^ Great post and suggestion. Please do go with it. This really needs exposing ^^Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
