I have had a 14day from DCB ltd over a 2016 PCN which I ignored at the time. So do I ignore them and request SAR from UKPC ? Or do nothing? Just need clarification thanks0

Ignore DCB Limited (but not letters from DCB Legal), but send UKPC a SAR - get to know what they hold about you and the VRM of your vehicle. YES, send the PPC a SAR, costs them money to reply.
If the PPC instructs DCBL to send out these letters, the very least we can do is return the favour
