 Neither you nor I were there. I'm simply going on what the OP has stated - they were doing 30mph in a 30mph zone - hence my comment that they were within the limit.DiddyDavies said:

 That's why the Highway code states:"The speed limit is the absolute maximum and does not mean it is safe to drive at that speed irrespective of conditions. Driving at speeds too fast for the road and traffic conditions is dangerous 
 It was up to the OP to determine whether or not 30mph was appropriate for the conditions, and clearly they deemed that it was.0

 Basically driving down a road the type where cars are parked all the way up both sides so driving in the middle no cars coming the other way .
 Who thinks 30 mph is sensible or suitable in those conditions ?

 There's no mention of how wide the road is, if it's a residential area, how densly parked the cars are ("all the way up" doesn't necessarily mean bumper-to-bumper), no mention of whether it's day or night, weather conditions etc.
 Based purely on that description, 30mph seems fair to me. I know, because I can think of many times I've driven down a road like that at 30mph.0

            As stated well lit road dry conditions and not bumper to bumper there was a car behind and in front of hers and she emerged without signalling at the kind of pace that i have seen cause accidents before ie .. quick look yh ill make that then foot down
 And the mirror that would've told her otherwise was smashed and no where near the impact area so was prior damage and has loads of brown packing tape round it to hold it together0

            I could've been riding a bike at 10mph or whatever the cycling average is the way they pulled out I'd of had a flying lesson 😂😂 but I concede im sure all the experts here would have completely avoided it even when ive clearly stated how little room I was given to react and no signal0

 So the OP has basically stated it’s only wide enough for 1 car to fit down between the parked cars if they didn’t have enough room to swerve a couple of feet, yet they’re still doing 30mph!!
 Absolutely shocking driving and even worse admitting to it.4
