Yes, they might have pulled out but if you were proceeding at a more sensible speed then you may well have had plenty of time to stop because despite what you may think, going at 30mph down the middle of a road with parked vehicles on both sides is not a sensible speed.
If you couldn't stop for a car, what chance is there that you could have stopped for someone or something coming out from between the parked vehicles? especially a child or an animal?2 -
Unfortunately thats an issue for the council to deal with i was fully aware of my surrounding and the road was lit if it were an animal or human I would've seen them whereas you don't anticipate a non signalling vehicle to suddenly jump out of a space with no warning0

It almost happened to my brother, cars on both sides, but he was being cautious and was only driving at most 10mph. Small child ran out from between 2 parked cars - none of us saw it coming. Luckily the bonnet had just cleared the gap the child appeared from and they ran in to the side of the car with nothing more than a few tears. Even if he had hit them head on, at 10 mph the child would have survived.In your case, you would most likely have a death on your hands but you keep being selfish and thinking you know better if it makes you feel good about yourself 🤷♂️3 -
As far as I can see that is exactly what you have been getting! Although you don't seem to want to accept it, people have been pointing out that you may well be partly at fault here. Plus, that is based on just your side of the story!
The MOT / insurance aspect is a red herring. As has been point out, if there is insurance in place they cannot exclude third party liability (if there is one) just because of a lack of a MOT. They may be prosecuted for it but that doesn't affect liability.
I understand you feel aggrieved, maybe rightly so, but based on what you have posted here you are almost certainly partially at fault too.

I accepted and posted it will probably become 50 50 but actual fault is off the driver who is driving an unroadworthy vehicle and who doesn't abide by the highway code in terms of signalling and checking mirrors ...which aren't there
If it happened to any of you under the same circumstances you'd then understand the shear ignorance of the other driver
The distance I had along with the speed at which they tried to emerge left no time even at 20

If you really want objective opinions then give a link to a location on google maps, then people can assess whether 30 mph was reasonable, from what you have stated it doesn't sound so. Sorry to hear about the crash. It's obviously an unpleasant experience but you are lucky only metal objects were damaged and no-one was injured. I understand you are upset but you can't control how other people drive or whether they MOT their cars. The only thing you can control is what you do, which is to learn from this experience and drive more carefully in future instead of looking for other to people to blame. Even if it's 100% the other person fault, what does it change? It's still going to be 50/50 split and you still need to adjust your speed to the conditions or you might not be so lucky next time. When driving on a narrow street with cars parked on boths sides, you should drive expecting cars/children/footballs to jump out or someone to open their car door etc... not the other way round.
