Islington Council are right when they say "Wing have withdrawn from the BPA's AOS".
That means that Wing have no right to seek keeper details from the DVLA - their KADOE agreement forbids it. So how will they get keeper details?
It must be remembered that without getting keeper details from the DVLA, there is no possibility of Wing being able to transfer any liability the driver may have to the keeper.4 -
One might read into the fact that once TMOs are in place, Wing being shown the door, and council CEOs taking over their role in future, Wing simply just weren't up to the job!

Not being an AOS member means no DVLA database access for wing , meaning no letters to Keeper can arise , same as any other non AOS members , AOS membership is mandatory for access2

Have you shown that to the DVLA and asked whether Islington are abusing their free KADOE link by obtaining data and passing it on to Wing, who are not in any AOS? Wing left the BPA on 31st October as far as I can tell and are not in the IPC AOS. The DVLA cannot let a non-AOS member get rk data by a free back door methos.
Now we don't know that Islington are doing this. But the DVLA must investigate if you complain and escalate it past the first DVLA fob-off-special.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

UPDATEAfter I appealed (without realising that the POPLA provision has been removed) with the generic template, I've finally received the usual template reply from Wing rejecting my appeal. Note that it has been more than 56 days since the windscreen PCN was issued on 07/01/21.I'm thinking not even to bother doing the stage two appeal to Islingon as really there's nothing to enforce here. I'm afraid that if I writ to them they'll reject the appeal with the usual teample (even if I point out no NTK, no notice of the parking appeals process update, fact that Wing is no longer part of an AOS etc.) and will just generate more paperwork for me.1

You are probably correct , but if it gets before a judge you may have to explain why you did not follow the process as far as possible , especially as the landowner is the council themselves , the people you are appealing to in the secondary appeal3
