That's because Wing have left the BPA and won;t be bothering to engage with POPLA now.
They've let your case go due to good timing and a decent appeal.
IF YOU GET ANOTHER PCN ON YOUR WINDSCREEN FROM WING - IGNORE IT AND DO NOT APPEAL UNTIL / UNLESS A NOTICE TO KEEPER ARRIVES. THIS IS IMPORTANT AS IT SEEMS THEY CAN'T NOW GET DVLA DATA. ALMOST WORTH GETTING ONE DELIBERATELY TO TEST WHAT'S GOING ON BUT BAD LUCK WOULD BE THAT THEY'VE JOINED THE IPC ON THE DAY YOU GET IT!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nice one. I'm not sure where Wing go now. Possibly relying on the naive to think this is some statutory penalty and stump up. The Great British supine population. And they blame Rip Off Britain! I just notived that they've updated their appeals process to referer to POPLA for appeals on or before Nov 1, 2020.So what happens now?Surely the council (Islington) also has to update their process? Given that it's still private parking, does POFA still apply?0 -
Pofa never applied , it's council land !!
Coupon mad posted about this new issue last week in another wing thread , the council should be made aware of this development because the almo cannot use council resources to patrol it , so using a non accredited PPC with no trade body could be a breach , hence the reply above by coupon mad3 -

OK, now get your revenge and email Islington (you will have their contact from the one you already appealed through the stages) and ask them if they are aware that their agent Wing Parking is no longer a BPA Approved operator yet you have got a PCN from them that misleadingly offered POPLA on the back. This was not true, so the Council must treat this as a formal complaint and consider whether their contractor is in breach of their agreement and whether their position is tenable, now that they no longer have a DVLA KADOE link for registered keeper data.PRIVATE 'PCN'? Note everything is effectively same apart from the last part where POPLA provision has been removed.

So this is what Islington is now saying. Wing is member of BPA but not AOS. Also apparently can issue tickets based on contract law, whatever that means. Sounds like a load of !!!!!!...1

Ask tjhem how Wing intends to get Keeper data, or are they just hoping the threat will get people to pay up?
Get the contract with Wing under FOI. The majority of contracts require AOS membership4
