I agree with Redx, the co-op throughout the uk is a tangled web.

I have never seen a co-op operate 2 CCTV systems.   So, go back and find the camera that was pointed to your car.   Then find out who owns that camera

So because the NTK doesn’t have the wording on then that’s grounds for appeal? I have sent the email to enforcement asking for the code as the first time I saw it was in the sar request, and for fairness I would like to appeal etc

As long as you are not looking at the Reminder that doesn't have POFA wording because it's not a required letter.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is the first letter which was sent and the first in the post, did not get a reminder... Date of event and date issued are 3 days apart so definitely the first.. I quickly did red square over it sorry.

it was at the time they rejected the initial appeal and issued a popla code

its getting a second code thats the hard part now, because there was no popla appeal made at the timer , hence you snooze , you lose !!

its a good job that none of these were official NIP notices or local authority notices, especially if they had been ignored, they escalate very quickly to some quite nasty heights

That's a POFA NTK, clearly.  Not a golden ticket.

So because the NTK doesn’t have the wording on...
    It does.

That PCN does have POFA wording.

On the second page is states:

By the way, your vehicle's reg. no. is visible on that second page too.
