do I speak to a electrican or n power ?? Do I need new meter or just new wiring configurion
As you have a 4-rate meter it may be possible for npower to reconfigure it so that everything is on E7.  That would avoid any rewiring.
Rewiring would be an electrician, but should be straightforward, Covid permitting.  But gas CH is the answer.
Leave the NSH input to maximum, turn the output to minimum when you go to bed and open it up if it's chilly in the evening.  There's a boost button on the meter, so you could press that until you get gas CH if it gets chilly in the evening, although it would be at daytime rate.
    Oil filled radiators?  Nooooooo....
As I say ...I can’t get CH ...the building regulations prohibit it ... I’ve had a  few companies in and they all say the same thing

Probably better to ask them first so they can prepare.  Looks like it may be a smart meter, so perhaps it could even be done remotely?
I don't understand why the water heater can't be replaced by a room sealed combi, but perhaps others can advise.  Or perhaps it could go outside?  It really would be worth exploring every alternative because a wet gas CH system is a far, far better solution.
At least an E7 supply for everything with sparing use of the Boost button and then switching to a competitive tariff will make the bills affordable until you decide on a permanent solution.  It'll then be summer so any changes won't be so dramatic !

I wonder if "building regs won't allow it" is a way of saying we don't want the job? When renting a flat we had to have the boiler replaced and the new flue meant ripping down all the boxing to the outside wall as all the inspection hatches were in the wrong positions!  There was lots of debate about scaffolding for sorting the flue outlet but they eventually went for the hanging out the window approach instead,

It could be that newer electrical regs do not allow equipment such as boilers to be placed in bathroom?

But unsure if built in a cupboard would be acceptable.

    Any electricians?

Surprised the flat has only 1 room with an outside wall.

Kitchen and bathroom are at the rear .. no space on wall enough for flue regulations

only option would be to brick my bathroom window up
