Looks like your storage heaters aren't connected to the Economy 7 meter, so you're paying double the kWh rate for your storage heating usage.  You're not getting any benefit from the E7 tariff because your night usage is low but you're still paying the higher daytime rate.
Get an electrician to connect the storage heaters to the E7 meter and see whether they stay warm into the evenings.  If not, add another storage heater or two, or update them to correctly dimensioned fan assisted ones.
When the storage heaters are meeting your needs, get rid of the second meter and get a competitive E7 tariff.
I’ve only got one meter ...
n power are coming out on dec21st to check the meter ...I will ask why I’m not getting economy 7 for my heaters

Because they're not wired to a circuit that's controlled by the E7 meter?
Make sure that the visit isn't chargeable, your house's internal wiring and storage heaters aren't npower's responsibilities.

they are coming out as one reading which has always been 00001 is now reading 00005 ..so they want to check why

I bought this property with  the heaters already installed .. surely they should have been installed on economy 7 in the 1st place

I’ve only got one meter ...

But does it have two indexes/indices, either physical rows of digits or digital that either scrolls automatically or you can select with a button?
