A keeper who knows they can't be held liable in law, has a PCN from a parking firm who are not in any APA and not only never sue anyone, but even if they did try, they can never fulfil the requirements of Schedule 4 to invoke keeper liability because they are not allowed to get the keeper's details from the DVLA. Getting keeper details from an appeal doesn't cut it, and there can be no keeper liability.
Just reply to Islington and ask them:
Please clarify, are you saying that I am liable for this parking charge, as registered keeper? I need to understand what you are saying here about liability for a parking charge on this land, issued by Wing Parking who are no longer in any trade body.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
