Here is my second stage rejection, without the POPLA code
Your further appeal has been made at Stage 2 of the Estate Parking Appeals Procedure, as detailed in the attached Estate Parking Appeals Information Pamphlet.
The outcome of your Stage 2 appeal is that the appeal has not been upheld.
We do understand the circumstances that you have explained. However, the advertised estate parking restrictions apply to all vehicle users and the vehicle was not exempted from those restrictions. As the vehicle was parked on the estate grounds without displaying a valid permit it was parked against the terms of the advertised estate parking restrictions. Therefore, Parking Charge Notice number 1191716 was correctly issued and cannot be cancelled.
In reaching our decision we took into account your points that:
You dispute our parking charge as the keeper of the vehicle
There will be no admissions as to who was driving and no assumptions can be drawn
You need evidence to include the actual grace period agreed by the landowner
We have investigated your appeal, including referring to a copy of the Parking Charge Notice and viewing photographs taken when it was issued. In response to your appeal we would like to make the following comments:
Estate parking warning signs at the estate entrances and within the estate grounds inform drivers that estate parking restrictions are in operation throughout the estate grounds. The signs state “Permit parking only” warning that “Parking conditions apply at all times”. A contact telephone number is also displayed, which can be rung if anyone needs further information about the parking controls on the estate. The signs also state that “All vehicles must clearly display an estate parking permit”.
A period of at least 10 minutes is always observed before a Parking Charge Notice can be issued on any Islington Council estate. During this period any vehicle can be moved, or a valid permit displayed, without penalty. Such periods are discretionary. They are not required by law and are not displayed on signs or presented as waiting times.
At the commencement of the observation period and during the time that the Parking Charge Notice was issued a series of time and date stamped photographs were taken. The observation period commenced at 16:40pm and ended when the Parking Charge Notice was issued at 16:51pm. The photographs can be viewed on the patrol contractor’s website at www.wingparking.co.uk.
Our contractor Wings Parking carry out enforcement patrols on all our estates which have controlled parking schemes in place. They only issue Parking Charge Notices to vehicles which do not display a valid permit and/or are parked in an incorrect bay or space within the estate, this service is carried out without prejudice. All PCNs have to be supported with photographic evidence of when and why they were issued.
While a 10-minute grace period is given, this is discretionary, the enforcement officers are not restricted to waiting for this period before issuing a PCN. All warning signs on the Estate are clearly visible and were shown in the evidential photos where your vehicle was parked, you would have had to have passed these in order to park.
At the time that the parking charge notice was issued, photographic evidence shows that vehicle registration number xxxxxx was parked, preventing access to occupied garages in an unauthorised area on Andover Estate.
The Parking Charge Notice was issued because the vehicle was parked on the estate grounds without displaying a valid permit.
You have now reached the end of our internal appeals procedure and this decision is final. We understand that you may find this conclusion disappointing. However, the parking restrictions do apply to all vehicles consistently.
We advise that the Parking Charge Notice amount due at this time be paid in full. Details of how to pay are given on the Parking Charge Notice. We will allow a further period of 14 days from the date of this letter, during which the discounted charge of £60.00 may be paid. After 14 days the full charge of £100.00 will be due. If you wish
to take advantage of this offer, please contact Wing Parking on 020 7527 6512 prior to making payment so that they may make the necessary adjustment to the account.
Please note that an inability to pay the charges is not a reason for which we can cancel the PCN. If you are experiencing difficulties in being able to make payment, free debt counselling and/or legal advice is available through various organisations. You can contact your local Citizens Advice Bureau by finding their contact details through their national website, www.citizensadvice.org.uk, or other organisations such as the National Debt line (0808 808 4000 or www.nationaldebtline.org) although numerous other such organisations exist.

Does your original PCN /NTK / whatever have the BPA ROUND logo on it? Yes or No0

Never received NTK, and the PCN doesn’t have the BPA logo on it. So is there other option or I just have to pay for it?0
