Wing parking ticket
I have windscreen ticket from wing parking on the 16th i have read the newbies for the template and other threads. For my case it’s a islington estate parking permit. I wasn’t in any bay but on the pictures on the ticket it shows the sign ( I will include the pictures). Can I use this appeal even though the sign was there?

Re: Parking Charge Notice No. XXXXXX
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement. There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence.
I challenge this 'PCN' as keeper of the car, on these main grounds:
a). The sum is disproportionate, does not represent a genuine pre-estimate of loss, nor is it a core price term.
b) The sum is extravagant and unconscionable and cannot be justified.
c). There is no evidence that you have any interest in the land. I will complain to the landowner about your aggressive ticketing.
d). Your 'Notice' fails to comply with the POFA so there can be no keeper liability.
e). I believe that the signs were not seen/are ambiguous and the predominant purpose is to deter so there is no contract to pay this charge, which is a penalty.
The purpose of this communication is:
1.Formal challenge
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 or cancel the charge. I will only appeal further if you offer POPLA, the only independent ADR with a scrutiny panel and trained Assessors. The 'IAS' offered by IPC firms will not be used, for well-documented reasons.
1.”Drop hands'' offer
The extravagant 'parking charge' is baseless but I realise that you may have nominal postage costs. Equally, I have incurred costs for responding to your junk mail dressed up to mimic a parking ticket. It is clear that my costs and yours, at this point, do not exceed £15 so this is a formal “drop hands” offer. I remind you of the duty to mitigate any loss, so withdraw the spurious charge within 35 days and I will not pursue you for my costs. If you persist then I will charge in full for my time at £18 per hour plus my out-of-pocket expenses and damages for harassment.
3.Notice of cancellation of contract
I hereby give notice of withdrawal from this alleged 'contract' which was never properly offered nor expressly agreed. This 'contract' is cancelled and any obligations now end. If you offer - and if I decide to use - POPLA, then the contract ends immediately on the date of their decision (whatever the outcome) so my notice of cancellation still applies.
By replying to the challenge you are acknowledging receipt and acceptance of points 2 and 3 above. If you decide to persist with this unwarranted threat, I will be put to unnecessary expense and hours of time in appealing or defending this matter. As such, you will be liable for my costs and a pre-estimate of my loss - and in contrast with yours, mine is genuine - is that this sum will be likely to exceed £100.
I have kept proof of submission of this challenge. I look forward to your considered reply within 35 days.

I agree with @BrownTrout. Just use the standard blue text template from the NEWBIES FAQ sticky, first post, unaltered, no threats of penal costs in the hope of scaring them witless, send to Wing. Then there'll be a second stage appeal to Islington for which you use exactly the same template, then get your POPLA code and go from there.Can I use this appeal even though the sign was there?If you saw the sign, why park there?You don't send any photos to Wing or Islington. Save them (those that help your case) for POPLA.Please note, we are not a legal advice forum. Yes, the OP needs to read other WING threads, and do all THREE stages in time, but this is 100% winnable if the driver is not admitted. And of course, if the OP reads the NEWBIES thread first, as the forum intends, they will know not to appeal this first stage until day 25, and why.Can I use this appeal even though the sign was there?Not that appeal, no. It is very old. You wait till day 25 and use the one the NEWBIES thread gives you, and if they ask who was driving you DO NOT say. 100% winnable, very easy as long as you do all 3 stages - and the 2nd stage only gives you 14 days so you have to be quick with that one and send it to the right place.PRIVATE 'PCN'? There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

Ok Thanks, so as it says on the newbies I should submit it on day 25 as it is. And again the same template to islington appeal?
Just double checking.And which appeal template can I use for popla as I know they will reject my appeals from the other threads I saw lol. I want to be prepared.
