First notice to keeper received from TNC on behalf of Autosec

Hi, I have read the threads and cannot find anything that fully relates to my situation and so was wondering if anyone can help me? Apologies if I have missed anything in the threads!
I have recieved a notice to keeper from TNC stating that a parking charge remains outstanding and they have obtained my details from the DVLA under a 'reasonable cause request.' From what I understand of POFA 2012, they have broken this as the letter was received more than 56 days after the alleged incident. The alleged incident happened on a residential car park, but I cannot be certain who the driver was and cannot get hold of the tenancy agreement of the person who lives within the residential block. The situation is that care packages were being dropped off by a number of people insured to drive the car to help out a friend who lives within the block. I am the registered keeper.
As I understand it, the PPC are registered with the BPA, but I don't understand how they can pass the charge to a debt company without first sending their own notice to keeper? Furthermore, after researching the PPC and the TNC, I found unsettling information about the director of Autosec, and the tactics used by TNC. This, as someone who already suffers with anxiety has worried me and I'm scared what he might do if I do not get this sorted.
I panicked and was going to pay the charge and so went onto TNC collections, however the option to pay online wasn't working. I have paid a debt collection company via the phone in the past when I was younger and will never make that mistake again and so had no other option to pay. This lead me to then have no other option but to appeal, however the deadline to appeal has now passed, and I don't know what to do.
Any help anyone can give me would be massively appreciated.
Thanks, and apologies again for being stupid and not been able to figure things out from the threads already there.

are that pair still at it ,
the parking co can pay for another company to do "back office"
was it only 56 days , my they are improving , usually 6 or 7 mths
if you challenge them and report lateness and lack of appeal to bpa , they will say its a follow up letter , asking the dvla will show when and WHO**** ask for your info
** a completly different company to onee that wrote to you3 -

The simple answer is they cannot. Ha but they did .... what fools and a complaint to the BPA is now required, mind you, the BPA get a lot of complaints about their scammers and they give them bars of chocolate as a reward ..... still worth trying you may get a bar as well.
What on earth do you think the director of Autosec can do, one step out of place and he will be in police custody ? And TNC, what tactics ? Debt collectors in the parking industry are complete idiots and akin to a travelling circus and the clowns.
So get all those worries out of your mind1 -
Thank you both for your replies
twhitehousescat, yeah theyre still at it. Research on him came up with all sorts.
So would a request to the DVLA for info on who obtained my details be a good start? I will complain to the BPA also but is there any specific legislation or code of practice I need to refer to?
And is ignoring TNC and autosec the best way to go or should I draft a letter to both detailing the failure to follow POfA etc and my intention to seek info from the DVLA and complain to BPA? Sorry, never had to deal with this before
I know what you're saying beamerguy, its often illogical fears that set me off though tbh, and with his previous convictions I could do without any hassle he may give me.
I think Im worried it will get to the court stage 😩 and if I havent appealed Ill be strung up so to speak.
Thanks again1 -
No, they haven't done anything wrong and this letter is simply the NTK, and will be easy to win at POPLA.
This is normal appeal (NTK) stage, not debt collector stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the info coupon-mad.
I have missed the appeal date of 28 days from the date of the letter as I can only appeal via post and the appeal wouldn't reach autosec on time. So does this mean I won't be able to successfully appeal?0 -
i note that autosec have a briiliant website , fantastic with full company info and company number , the access to the DPO is amaizing , other large firms ought to copy this website http://www.payautosec.co.uk/4

Only way to appeal is via PO Box address directly to PPC and cannot appeal to TNC according to letter.1 -
