Only you know why you believe the PCN should not have been issued , you were there , nobody else was !!
It shouldn't be because you are doing or you just like parking wherever you like on any bit of land that is convenient or whatever , lol
Sometimes it is what it is and there are no excuses !! Some PCN,s are genuinely issued

Then you state as keeper that the driver found blah blah , bearing in mind you need a PCN reference and also give the VRM too

I called them once about a SOGA issue. They were useless, i knew the legislation better than the dinner lady to whom I spokeYou never know how far you can go until you go too far.0

I sent a very strongly worded complaint to Europcar stating this was neither a penalty or fine.
They rejected the email."We regret you feel the administration fee is an unauthorised charge. The fee has been levied as per sections 9.3.1 and 9.3.1.1 of the Terms and Conditions which specifically states that you are responsible for any breach of any parking restrictions issued by a public or a private enforcement agency that is entitled to issue parking charge notices and associated fines where a purported or actual breach of contract has arisen. As Europcar has had to deal with the correspondence from the issuing authority, an invoice for our third party administration charge has been issued.
"We respectfully decline your request to cancel the administration charge as this has been invoiced correctly and in accordance with the terms and conditions of hire, which you have agreed to comply with by signing the attached rental agreement."
I feel like this is disingenous. Section 9.3.1 is headed Penalties and Fines in black bold lettering.
Apart from going to BVRLA and requesting a chargeback from credit card, is there nothing else to be done?
I also have still not received anything at all from Premier Parking Solutions. It has now been 50 days since the date on the invoice on the parking charge invoice. I can hardly appeal if I don't have anything, which means I can't overturn the Europcar admin fee. Catch-22.

A tangential question ... how many people were listed on the hire agreement as being able to drive the vehicle? It's unusual for another person to be able to drive a hire vehicle if they're not listed on the agreement ... even if said person has their own insurance coverage which allows them to drive other vehicles with the owner's consent - if they're not listed on the agreement then there's no consent. (The hirer has no authority to give such consent).
Just raising this for thought and deliberation ... if you were the only person authorised on the hire agreement to drive the vehicle then by default you were the driver at the time of this PCN incident - unless you can prove otherwise.
As to the admin charge question ... whilst the heading may be Fines and Penalties, the detail of the term appears clear that it includes invoices. I fear you have little comeback against the admin charge - hire companies have become wiser in recent times about such scenarios - other than perhaps to challenge the amount of the charge as being disproportionate to the actual cost incurred.0 -
By signing the rental agreement you have indicated acceptance of the Terms and Conditions which in this instance stipulates that you agree for Europcar to provide your personal details to the DVLA, HM Revenue &Customs, the police, debt collectors and any other relevant organisation.
since when has the company issuing an invoice been a relevant organisation. , and I would query debt collectors under data protection
