The rejection should come with either a popla code or an IAS code , depending on the company

In your case the IPC roundel tells you it's an IAS code

It isn't requested , it's provided with the rejection

We agree , follow the advice in the newbies FAQ sticky thread , but it's called a newbies thread for the very reason you mention , hence it's a complicated topic

The NEWBIES thread tells you the difference between BPA and IPC members, in the 3rd post about POPLA, and the kangaroo court alternative run by the IPC.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

Thanks both. I read through the NEWBIES thread again last night mouch more thoroughly. I think I'd just conflated POPLA as the catch all appeal for all companies and missed the nuance. Sounds unfortunate to be dealing with an IPC firm. I'll just follow the NEWBIES thread to the letter. Plan A is difficult as it was a tiny little car park next to a church funnelled into from a one-way street, so not sure who owns it or who to complain to. Will investigate that first.
Thanks again for all the advice and patience. It was very helpful.

It's yet another of life's foibles , at least you now know why I said it's not simple , not until the new government CoP scheme comes in next year

Bear in mind you may need landowner details for any future court claim , so difficult or not , plan A is a catch all that works , as was demonstrated this morning on rip off Britain , small piece of private land , landowner disputed , the parking firm were at fault

Plan A usually works when followed , which is why it's A and not D or Z

    Good luck

Consider involving Trading Standards if you have not already done so.
You never know how far you can go until you go too far.

I have raised a case with Citizen's Advice and they have advised me to call their consumer team, which I will do next. Thanks

I have tracked down the owner. It is a company called Sunny Corner Parking Ltd. Looking at Companies House, it has three directors. All of whom have other businesses. I have managed to find out an email address for all three directors. I will start my Plan A attack based on that with a strongly worded complaint.
I spoke to another car park owner in the town and he told me these are new owners at Sunny Corner. And they no longer have anyone on site. It is all done by ANPR cameras.
