This would mean the BPA and IPC will become past history. The DVLA will lose £millions
They don't need to get keeper info from the DVLA because clamping happens on the spot

Agree, the mood of the people is very different now. Drivers would not put up with it. There would be altercations even though the odd altercation did not seem to bother certain members of the parking community. They may not be so lucky in court next time.beamerguy said:

Good Afternoon Amanda,
I hope that you are well and I am sure that you must be very busy at the moment.
Luckily in Staffordshire we are not suffering as badly with Covid 19 as some areas are. I hope that it stays that way.
We have communicated on several occasions regarding the new Code of Practice that was the result of a Private Member's Bill by Sir Greg Knight. The public consultation regarding the new Code of Practice has taken place. I have commented as a member of the public and someone who has been at the receiving end of a charge notice that was pursued aggressively by debt collectors and through the court.
What does concern me is that representatives of the parking operators have made multiple comments on the consultation with a view to circumventing the process. This is particularly apparent in certain sections.
Coming from a very regulated financial background I am horrified at the way in which the debt collection agents/solicitors who are engaged by the parking operators aggressively harass motorists in order to collect a claim that is both disputed and unproven by the courts.
These agents are very often linked to the parking operators and are totally unregulated. This means that there are no checks as to whether the debt collector is dealing with a vulnerable person. That is particularly significant at the moment as people struggle with debts and isolation. The most recent debt collection letter that I have seen is below and I am shocked that this type of letter is being sent out.
In the letter they are threatening that if the recipient does not pay that they will send out a field agent to the property. They have also stated that this visit will be in line with current Covid 19 regulations which indicates that they will enter the property. This is surely not allowed as this debt has not been proved in court. It still remains a disputed debt. There has also been no checks as to whether the person who received this communication is vulnerable. FCA regulation will clean up this grubby business however the parking operators will oppose any regulation of debt collectors who are often linked to their own business.
The company that engaged Elms Legal are the sister company to the parking operator (VCS) that took the double amputee veteran to court for a minor infringement. Excel also pursued a claim against myself which resulted in a court hearing. Some of the rain forest of letters that I received were made to look purposely as if the claim had been assigned to another debt collector. This all has to stop however the parking operators will do everything in their power to dilute the impact of the Code of Practice and avoid regulation.
I would be grateful if you could kindly forward my email to Rt. Hon. Robert Jenrick MP, Sir Greg Knight MP and The Rt. Hon. Robert Buckland QC, Lord Chancellor and Secretary of State for Justice. The latter being because the judgment in the case of the double amputee, Lance Corporal Tyler Christopher was a dreadful miscarriage of justice and does not give the public any faith in the judiciary. I hope that he appeals.

Have now received a further communication from Amanda's personal assistant who has said "On your behalf, Amanda has raised your concerns about the public consultation about the code of practice for private parking firms with the Secretary of State for Housing, Communities and Local Government and with the Secretary of State for Justice. I will be back in contact as soon as a response has been received."
