Am I too late - should I just pay up?

I am (intentionally) homeless and living in Airbnb's. I use a friend's address for post (as I am usually outside the UK) and that has continued even though I am in England because of the virus. The sending of post to me has been sporadic - as most of it is just junk mail - but in the latest batch I received 3 letters about a carpark fine.
1) Dated 30th July 2020 - from Bank Park - outlining the case and asking for the Parking Charge Amount (over £50.)
2) Dated 28th Aug 2020 - from Bank Park - a reminder notice and asking for nearly twice as much.
3) Dated 14th Sept 2020 - Notice of Debt recovery from dcbl - asking for the two amounts added together.
The situation was that I parked in a retail space as there was an arrangement with the venue I was dropping someone off at (he is disabled) for a couple of hours late at night (when the shop was closed.) I parked in the evening of 20/7/20. I did see notices but thought they did not apply to this shop. I had been overseas for over a year since the last time I had used this space and had not realised that the arrangement had been ended.
Not sure where I should go from here; dcbl are asking either to pay or phone them to discuss but I thought I should post here before doing anything.
I doubt if it changes things but I am planning to move to Scotland in a couple of weeks - lockdown permitting.
Any advice would be welcome.

Go to the NEWBIE sticky on page one of the forum; all the information/advice you require is there. If you are trying to view the forum on a phone, you will lose half the functionality, you need to be on a PC/lappy/tablet.3

Thats what the newbies thread is for. It instructs you on what to do based on teh stage you are at. You are at the "debt" collector stage.4
