Hi All,Thankyou all for taking your time out to help. I sent an email to JLL, after I was being passed to various people differant people I was asked by one of JLL's employees to give them a call. We spoke and he asked me what shops I went to etc and If I had any receipts. I said I did not at this instance as when you go shopping it is not always you will buy someting. Anyway I complained to him that UKPC is simply charging me for simply shopping and explained about time the covid measurestimes, increasing time. I felt he was trying to Fob me off to pay the the charge, and said what I said is simply not enoughto have the charge cancelled, the best he could do was get a reduced rate. He did agree that the signs werent clear.I said this company has known to scam, people in the past and have also lost their licence to trade and like to extort money from people.I stood my ground, He contined to say the best outcome would be a reduced rate. He also stated they are within their right by law to charge and can legally do this. He also said the covid restrictions are not enough and everyone could could use that etc.I have said I am not happy and I feel as though Im being fobbed off and being pressured to pay the charge. Anyway he has gone off to see what he can do. I have said if Im not happy with the outcome I will take this higher. Any other suggestions of how I can make my arguments stronger?1

I suspect that JLL may yet cancel the PCN, as they should do.
You did well to stand your ground. Next time you are in contact with them (make sure there is a next time if they say they won't cancel) emphasise that you were not taking a devil-may-care attitude to parking, assuming that is true. If the delay due to Coronavirus restrictions was longer than anticipated, emphasise that too. Emphasise that while some may try it on at the moment, that is certainly not what you are doing.
Tell them that you were a genuine customer concentrating on the goods on offer in preparation for making a purchase. Time passes in that situation. This was an oversight, pure and simple. The parking restrictions are NOT there to deter genuine customers and that is exactly what you were. Keep arguing. If you are just some chancer, then perhaps ignore what I've said. But you really do not come across that way. Cancel this thing JLL!5 -
