read the newbies faq sticky thread announcement at the top of this forum, reading the first 5 postscomplain to the retailer or landowner to get it cancelled at source (plan A) , asap , probably the Managing Agent for the retail parkif that fails then read the first post again and appeal as KEEPER using the blue text template appeal, no changes , within 25 days of the date of issue of your NTK PCN , to get there within 28 days, by appealing online on their websiteno blabbing about who was driving , the driver must not be revealed at all , not even in the landowner complaint , use the royal WE , not the word Ithese words are not to be used"ME , MY , MYSELF & I"2

The OP had a problem with UKPC in January where they said their normal crap of "driver left site"
Turned out that UKPC could not prove it and that was the end of the matter.
I know Forbury car park which is infact opposite Forbury park where three guys were murdered recently.
The UKPC signs are small with tiny tiny letters

What delayed you to stay 19 minutes over, was it because of covid creating the delay ?
As the OP's VRN is already on the UKPC database, I would ask the OP to request from the DVLA who and when applied for keeper info

You need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident.SubjectAccess.Requests@dvla.gov.ukThis service is free of charge.Even though you email your request, the DVLA will respond via Royal Mail.Please note, we are not a legal advice forum. Beamerguy-OP? Im not sure what thats short for.I was visiting DFS and the covid procedures were causing delay. I dont completely understand your message. If you could explain it a little bit more clearley. Sorry Im being a bit slow here.

In the parking industry, every ticket issued is it's own entity and for each ticket, UKPC must pay £2.50 to the DVLA to obtain your details.
UKPC already had your address regarding the previous ticket and the purpose of asking the DVLA the date and for what reason, will establish if UKPC have applied for info on the new ticket or used the info they received on the old ticket.
The DVLA would consider this as fraud and a data breach which would be very serious for UKPC
Does that make it clearer for you, you must ask the DVLA

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
