This seems like a pointless exercise in red tape and form filling. A banal "we make the rules / jobs worth attitude".
I have recently made an Application for Disclosure Scotland PVG, as I work with children & vulnerable adults. There is a very good reason to verify my ID. They arranged to do this by a video link.If you're at high risk (clinically extremely vulnerable) from coronavirus (COVID-19), you were advised to take extra steps to protect yourself until 1 August 2020. This was called shielding.
In England, the risk of getting coronavirus is now low enough that you’re no longer advised to shield. <<<
So while I understand your apprehension after months inside. You just need to take care, wear a mask and avoid close contact.

I have had an account with TSB since before they merged with Lloyds in 1995.

I am pleased to report some good news:
I received the letter dated 13th August.
I made a complaint.
I received a telephone call this morning:- I have been excused from visiting the branch to provide ID.
- A note has been added to my file.
- I was told TSB is working on an online system for ID verification which they hope to introduce later this year.
