Has anyone heard from HMRC regards the applying for the second grant yet?

The online service is not available yet. If you’re eligible you’ll be able to make a claim for a second and final grant from 17 August 2020. HMRC will contact you if you’re eligible.

You will find the date from which you can apply by checking your last grant payment details:
Sign in to Government Gateway > self assessment > claim a grant from the SEISS > scroll down to check status of your payment > enter UTR > enter NI number.
Mine says I can claim from the 17th August

They don't make it easy. Mine is from the 19th.

I think the first one and this one have been very plain and straightforward.

Think he means trying to find out when you can claim from. It was a bit round the houses!

Mine says that I can claim from 20th August.  On their website, however, it says you must claim on or before the 19th.  Is this cause for concern?

No,
They are asking people to claim in stages so the system doesn't fall over with everyone with logging in at the same time.

You are probably misreading the email as it closes on 19th October. (part of my email copied below) 
You will be able to claim at any time from 18 August until the scheme closes on 19 October. Please do not try to claim before this date as you will not be able to access the service online or over the phone.

I finally got an email at 9pm last night.  My date is the 18th.

Yes, it means you can claim from Thursday the 20th until the 19th of October.

They definitely must be doing it in stages to help the system as my sister was able to do hers today with no problems. She said it was straightforward enough and she’s glad it’s done as it was giving her large amounts of anxiety.

There is a regulation that says the self employment must be the majority of your income (or such like) do your benefits push you over that percentage so that your other income is now more than your self employed income for the qualifying period?
