AFAIK there is nothing to be lost by sending a SAR at any time, so you may as well do it now rather than wait and be trying to do it when you're being pressured to create and file a defence.5

Yes, with a copy of your V5C (logbook) - if the same vehicle as that at the time of the parking incident, or redacted copies of two recent utility bills showing your address. You only need to prove your name and address; take out anything else such as bank details and payment amounts. Not sure what you mean about "Car was being used by another occupant - assume v5 not required". Is it the car for which you are the registered keeper? Are you defending the matter as registered keeper? Are you the one that is being pursued by the PPC? If yest to all three, then you can use a copy of the V5C - but NO driving licence or passport! Regarding your SAR, you are correct in what you are requesting.4
