After reading all of the helpful advice on this forum I responded to 2 Parking Charge Notices from UKCPS back in December 2019 for stopping in a no stopping area outside a station. They originally sent a non-POFA notice to keeper however it was sent more than 14 days after the incident. Unfortunately I was unable to appeal this within the 21 day window as I was out of town for nearly 2 months ( half of this I can prove with a plane ticket stub). Nevertheless I sent an appeal explaining the reason for my delay and the grounds for my appeal based on a template found in this forum which was promptly rejected due to being late with no POPLA code supplied. Soon after I stared receiving Debt Recovery Plus letters which I ignored.
I have now received a LBC from CST Law. Following the advice from the board I have- Drafted an SAR for UKCPS
- Drafted a letter notifying CST law to put the case on hold for at least 30 days to allow for the SAR to be fulfilled.
- I have also composed a complaint for the landowner which i found on another thread here.
- A complaint letter for my local MP.
- Both NTKs were sent far more than 14 days after the infringement (both more than 20 days after).
- My appeal being rejected due to lateness despite IPC Code of Practice 6.1 c “Allow for appeals to be made outside of the period which is usually allowed where you consider there to be exceptional circumstances for not lodging the appeal within the normal time allowed.”
UKCPS also failed to inform comply with the IPC Code of Practice 6.2 “If an appeal is unsuccessful, you must notify the appellant, at the same time as you reject their appeal, that they have the right to further appeal to the IAS.”
UKCPS also failed to provide a POPLA code (although this was likely due to the lateness of my appeal).
My only concerns is; my understanding is that since the NTK they sent said "non-POFA" does this mean they do not have to serve the notice within 14 days?
If this is the case should my defense simply be that I have not stated, nor do I know for sure who the driver was at the time and without POFA they are not legally allowed to pursue the keeper?
Apologies for the length of the post, hopefully I have not made any newbie mistakes so far. Any help would be greatly appreciated.

Another one of those newbies here. I have read the ‘newbie’ thread and also followed further advice on reading up on ECP or CST Law threads and found after around 78 pages 😄some info differs slightly from posters/posts (in regards to responding to the CST LBC letter)
*Have reached out to a poster who advised me to post on here first also..
Back story - Euro Car Parks PCN from mid 2019. Nothing received for quite sometime and now have a letter from CST law claiming to be a LBC.
Have seen guidance on responding to ECP (SAR) which I’m fine with however just unsure as to how or if I respond to CST.

Thank youBut the bigger question is whether CST and UKCPS will get anywhere near issuing a court claim. While there are no guarantees when PPCs are Covid hungry (80% loss of income), I think it's more unlikely than likely that this will go any further. But that's no green light for complacency - stay alert.Please note, we are not a legal advice forum. You need to look closer at the letter .... it says .... "The charge amount includes £0.00 which is for time spent for recovery"

Hi, i received my letter a couple of days ago. I sent a letter when i forst received the 'fines' for stopping near a Manchester Train Station, but never received any reply at all. I have had many letters from the company with differing amounts, and one offering a discount from £160 to....... £160!!! Very generous. As I have not folliwed up on the otger letters, should this one be filed with them and ignored?
