What about the front of the first PCN?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

The back is where PE always put the POFA para
I would report them to the BPA AND to the DVLA for the reminder. It is misleading a consumer. They KNOW they never acquired the right to pass liability to the keeper, yet they are lying and stating they can do so .
That is unlawful.

Why are you showing us the REMINDER? That is not the PCN. We wanted to see the PCN, not the reminder.
It is NOT too late for the shopping centre to email the cancellation email address and ask for PCN xxxxxx/xxxxxx to be cancelled and you need to reply again and ask that they please send that email. He/she is wrong. Be polite and tell them that because you didn't try POPLA, and it is not yet at court stage either, Parking Eye can and will cancel if he/she emails them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Let us know what the shopping centre say this time. Give them the PCN number again and tell them what I said to tell them (word for word).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Send a SAR to Parking EYe, you'll get the documents.
You cant say they never sent it. You can only say you never received it. Big difference.2 -
Every PCN that I have had from PE, (there have been a few). has been cancelled by them within a week, you just have tto know the magic word.
I have found that. if PE feel that they are likly to lose money by fighting a well contested claim, they will back out. My advice to OP is to find a few instances where they have. You never know how far you can go until you go too far.1
