    If you are at LBCCC stage with PE, think of it as an appeal stage for the keeper and question 'keeper liability - their POFA reference' and ask for a POPLA code.

    Also up the ante of complaint to the retail park, asap, to nip this in the bud.  PE cancel shedloads at LBCCC stage and they also issue POPLA codes if you email:

    enforcement@parkingeye.co.uk
    I repeat the above.   Please do this. 

    You are only at little old LBCCC stage, which with P/Eye, is an appeal stage.

    It's not too late for the retail park to email P/Eye so ask them again, it could save you a 3 figure sum.

    Yes i have emailed them asking for a POPLA code I gave them the registration as reference, and what happens if they can't provide one?

    You needed to give them the PCN number xxxxxx/xxxxxx in the subject line, did you do that?

    Of course they can give you a POPLA code, but it's so much easier to get the retailer to cancel it. 

    Try again!  Be polite but insistent that it is not too late because court action has not started, so all they need to do is email P/Eye's cancellations email.

    Check the NtK YOU as KEEPER got throught he post
    Does it mention POFA2012 on the back? Yes or No
    What is the date of parking event compared to the date of issue of the NtK? Give the actual dates. 
    If PE know they have missed POFA2012 deadlines they omit the POFA wording on the back of the NtK.

    Date of event: 26/01/20
    So the first PCN (issue date: 07/02/20) has no mention of POFA2012 on it but the second letter (Dated 03/03/20) Stating
    "we are writing to inform you that the requirements of Schedule 4 of the Protection of Freedom Act in respect of keeper liability have now been satisfied and as 29 days have passed from the date notice of the Parking Charge was given, ParkingEye now has the right to recover any unpaid part of the Parking Charge from you, the registered keeper."
