Bought a new build off plan but couldn't access driveway!

The only reason I suggested using social media is I remember reading about a couple who had an issue with their new build and the developer wouldn’t do anything. They started putting stuff up on Facebook & Twitter and quickly got it sorted. For the life of me I can’t remember what the issue was so can’t find the article to link to it.
But I guess the problem here is what resolution is wanted.0 -

Would moving the lower step to the side (where the blue bucket is) give you anything extra to work with?

Actually I'd move it to the other side .. that would give more room to play with without the risk of hitting the step when reversing in. (The "garden" is pretty much non-existent as it is, so losing another piece wouldn't make any difference).1
