Regrettably, as we are not the landowners of this site and did not instruct Care Parking to manage this car park, we are unable to directly assist with your appeal. Please accept our apologies for any disappointment caused.

Further to your letter dated xxxx
Your reply is very disturbing. Whilst I understand that Aldi did not employ Care Parking, your landowner did, and Aldi will lease or rent the property you are in. You are the customer of the landowner and it is your duty to protect your customers against foul play and indeed inform the landowner that employing Care Parking will lose Aldi business. Whilst you are paying your rent to the landowner you are entitled to request this parking ticket is cancelled. I would point out that whilst COVID no doubt increased your sales with panic buying, it was short lived as supermarkets are now back in competition with each other. That's only good until your potential customers don't have any money due to Covid. ???
If you value me as a customer, please will you talk to the landowner and arrange cancellation and maybe at the same time explain that companies like Care Parking will not only lose business for Aldi but all those in retail parks
I await to receive your confirmation this has been cancelled. Thank you

Update:
My research leads me to believe that the Landowner is South Tyneside Borough Council. I have found the previous parking supply agreement between the council and Parking Eye that was in force before Care Parking took over at this site.
I have submitted a freedom of information request to the council for the current supply agreement as follows:Dear South Tyneside Metropolitan Borough Council,
Please confirm that the current landowner of Corporation Street Retail Park, Preston, PR1 2UZ is the Council of the Borough of South Tyneside acting in its capacity as the Administering Authority of the Tyne and Wear Pension Fund (“the Landowner”), who is the owner of the Site.
Please provide a copy of the current supply agreement between the Landowner of Corporation Street Retail Park and Care Parking (Anchor Security Services Ltd.)
Please supply all versions and any other documents you have that relate to this agreement, including the witness statement.
I'm not sure if I need this info as such, but it all helps to build a picture of what exactly is going on at the site and may be useful to others too.
Presumably another line of action is to complain to the Council that Care Parking are acting in breach of planning conditions at the site and see if they can cancel the ticket?

is a council allowed to hire a private parking Co? , for land that is actually owned by themselves , note i said owned ,
either the counsil hred care parking or aldi did , aldi deny it , the land is owned by the counsil ,1 -

after the fiasco in preston where i got my ex owner(meeyow) Mr T whitehouse removerd from all counsil property in preston (boy was it fun) I actually have a printed letter from Preston council stating that no land owned by "the council" would be employing PPCs any more
define "the council"?3
