I know there are many angles from which to approach this but it would be good to ascertain once and for all who owns the place - if only to know who to complain to for sure. And a car crash of a landowner contract / no contract would bode well for POPLA success too.

shopped at Aldi Preston on 19/04/2020 and returned to a windscreen PCN stating ‘Abused Patron Parking.’
So you've only had a windscreen PCN...but you have a POPLA code addressed to you as if your name is Mr Motorist? Or have they sent a Noice to Keeper?
Or did you give your name and tick 'driver'?
Please explain exactly what they know, who has the POPLA code (Mr Motorist?) and what letters have arrived?

I emailed appeals@careparking.co.uk and gave them my name (in response to 'who was the motorist?'), address, email and confirmed my Reg Number. (I'd forgotten I gave them my address until I checked the sent email just now). I received the appeal rejection back via email as a pdf, which contained the POPLA code. They have not sent anything through the post.
So it looks like I messed up pretty bad in that respect.0 -

yes Alec AKA parking prankster
now U actually wonder if that was rge "final" contract ? the reason being a: it states that they can bring legal action , and b: , I seem to recall a big kick off regardig councils issuing/taking people to CC over civil parking charges
perhaps someone can update me on those facts
if (as I suspect) councils were shopped from doing the above , then a: there would be a later contract and b: it would explain why there have been no court cases on this site
