the planning permission is still in place , not very easy to revoke it , is it !!We really need just one dogged and determined newbie who has received a PCN outwith the planning permissions, to raise a complaint with the DVLA that Care Parking have knowingly accessed their personal data without reasonable cause. Maybe the local authority/Trading Standards should be engaged too.
care parking know this , time and time again , they have been told , they will simply back down shortlyUnfortunately, all most ever want to do is get their own PCN kicked into touch, content to leave the trapdoor open for the next unsuspecting victim.'Dogged and determined' newbies are as rare as hens' teeth and disappear like will o' the wisp once they've milked the forum. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Just checking - is the OP sure it is Care Parking and not:-
Parking Eye t/as Car Parking Partnership http://www.parkingeye.co.uk 3 -
it is CARE parking , they took over from parking eye on this site , maybe 2 yrs ago
there have been several cses on here in the past with care at this site , concensus is that the OPs write to aldi , they seem to accept ths sugestion , never to return again
in all the time watching both parking eye and Aldi cases , I have not read of even a single one that has resulted in court , NOTE: aldis own land , not aldi taking over "x" supermarket on old site
however I have read many many posts from people with beging leters from equita etc on Aldi own land
in the OPs case , contact aldi , not your displeasure , , state how you know of the leaving site senario , and sit back
care dont do a lot of court cases , in fact most of there sites are non relivent to CC , they rely on joe punter just paying up
Lancs evening post may just send a camera person to the court should they attempt5 -

Just sat down see if anyone had replied and wow, a lot has happened in 24Hrs, I can’t thank you all enough. (I’m looking after the kids all day so sorry for not replying sooner!)
I have now emailed Aldi customer service. I thought that since I had a POPLA code it had maybe progressed past the point where Aldi could cancel it, but it would be great if they do.
Yes it is Care Parking, Corporation street, Preston. Windscreen PCN.
@twhitehousecat you have my eternal thanks and respect for your efforts in fighting these scammers and particularly for providing info specific to this Corporation Street car park. I credit you with learning about the planning permission in the first place, I read about it on one of your previous threads/comments.
Their behaviour is infuriating and I feel angry enough to cause a stink in any way I can. Even more so as this ticket was stuck to my windscreen on 20th April in the middle of lockdown when the car park had a total of about five cars on it. Private Parking Attendants are now key workers are they?! He/she certainly wasn’t working from home!
Regarding the DVLA data breach that was mentioned by @Umkomaas, I’m not sure that they have accessed my data via the DVLA as it was a windscreen PCN and also I was ignorant and naive enough to give them my name and email address in my first appeal. I will get them on this next time though… if they ever dare to ticket me again!
I have until 12th June to submit the POPLA appeal so I will wait for a few days to see if ALdi respond and then proceed with POPLA if necessary. I’m also happy to write to the local press and MP.
It doesn’t seem like Care Parking have grounds to issue tickets at this site either for leaving the site or for staying longer than two hours (if the planning permission grants up to three hours parking) and those must be the most common things people get ‘done’ for. It’s a huge scam and they must be held accountable.
I will update soon.

By Googling for the info. And of course you complain to the Store manager.
This is already covered in the NEWBIES thread where it talks you through PLAN A (exhaust this before POPLA). On this forum, PLAN A is NOT to appeal first but to complain to the landowner/retailer, in every case. There is a link to an entire thread about SUCCESSFUL COMPLAINTS going back many years, but updated regularly showing who people contacted. Managers & CEOS.
Aldi is featured more than once.
Did you miss that in the NEWBIES thread even though it's PLAN A?I have until 12th June to submit the POPLA appealNope, a POPLA code lasts 33 days and can put in on the final day as a brief (nothing needed!) holding appeal during COVID, to add to later. Please don't reply telling us POPLA codes only last 28 days we don't need to have that again or some link to the POPLA website (seen it!) or quoting the rejection letter lies about 28 days. They last 33 days.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry, thank you for pointing me in the right direction @Coupon-mad. I was focusing on the POPLA stuff because I thought I would have to go down that route as I'd started communication with Care Parking, but I see now I can and should do both (appeal to parking firm AND complain to retailer). I will go and complete this step properly. Good to know I've got a little more time to sort it too.
Edit: I have now taken the following steps:
Emailed ALDI Customer services: customer.service@aldi.co.uk
Emailed ALDI CEO Giles Hurley email: gmd.cs@aldi.ac.uk
Emailed the Managing Director of the Managing Agent for the Corporation Street Retail Park, namely: chris.cheap@gva.co.uk
Property Management
GVA
Norfolk House
7 Norfolk Street
Manchester
M2 1DWI have also printed off a copy of my email and evidence and will hand deliver it to the Manager of this particular ALDI store tomorrow.
Now it’s 2am and I’m off to bed. Watch this space…
