Popla appeal rejected - Parking Charge Ltd

Hi there,  I tried to read up as much as possible but can’t believe this was rejected. I received a pcn from parking eye as owner of the car although it was another person driving. They used ANPR of the driver entering and leaving a leisure centre entrance although the driver just went through here and parked at a different location a nearby football pitch.  I pointed out to parking eye that I wasn’t the driver and the actual driver didn’t park in this leisure centre. I’ve asked for any evidence to show that the car was parked where they said but there obviously wouldn’t be. I’m really surprised POPLA rejected this after explaining what happened. Does anyone have advice of what to do next please as I’m stuck? Thank you in advance.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the enacted

    Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Contact the leisure centre, they may have had similar cases and ask them to intervene. In the process check with them who the landowner is. Is it a council operated centre?

    It is Redbridge Sports Centre in Ilford. I presume it to be council run but would need to check. As we were not parked there is it still worthwhile speaking to them?

    Absolutely, because it's their agent - ParkingEye - who is pursuing you. They may have had previous similar issues they've had to deal with.

    Just looking at the RSL's parking policy on their website, the latest information there is that their parking contractor is 'Parking Charge Ltd'. Are you certain your PCN came from ParkingEye, not Parking Charge Ltd?

    Please remove all references to who was or wasn't driving. There is simply "the Driver" and "the Keeper" in these matters.
