I am going to be putting together a new build and I need advice....

    On the topic of a ‘because I want to’ build, have you checked out some of the crazy build videos on YoUTube?

    i was watching a few recently. In some they actually make the case themselves, in others they’re disassembling components & spraying them to their desired colour and then putting it all back together. Often tends to be white. Anyway I remember this one build costing many many many thousands with red fluid for the water cooling on a sprayed white component setup. Looked absolutely fantastic. 

    Not too bad when you can :)

    I have never gone that far.  I've only ever drilled a couple of holes in my case so that I could install a reservoir tube...If I started to paint everything, I would just be too scared that I'd cause damage to something or other...

    This thread reminds me of a car review I read in the 1980s. I think it was a Peugeot. They had a 1.3 that they said was 'sluggish' but it had a great big spoiler on the back. There was a 1.6 that they said was fast. So you could have the slow car but look like a boy racer. Or have a fast saloon which didn't look very special for the same price. I find it hard to get my head round the concept of how it looks being more important than how it works.

    Not one or the other as in your example, but instead a 1.6 with a big spoiler.

    They have a fixed budget. Spending £400 on a case and insisting on water cooling is buying the spoiler. Now they have less money to actually make it go fast.

    A well thought out and well planned water cooling loop is far more efficient at cooling down components when compared to a system that is air-cooled.  It is not the equivalent of a spoiler.

    You should get the Mobo, CPU and Ram together.  If you wait there might be a better options by the time have funds for all 3.
    Then you can use you old parts and have a functioning machine.
    Leave the GPU and any extra's after this.

    Not really, either one (assuming a top end air cooler) provides the same CPU cooling at least, unless you are delidding your CPUs. There's some advantage for the GPU but it really depends on how much you are overclocking by as to whether you will see an actual performance increase. e.g. https://www.youtube.com/watch?v=vw4HONEkj4s

    I think it's for the love / looks rather than any notable performance gains. 

    That said, looks can be important!

    Well there is no point buying any more parts before the Cosmos get delivered.  DHL are taking an age to deliver my case.  I ordered it 10 days ago...and DHL took possession of the case over a week ago (on the 18th).
