I am going to be putting together a new build and I need advice....

My last build was water-cooled and had SLI NVidia Graphics.  No real computing advantage with SLI, but it looks pretty with the cooling pipes etc

So, which graphics card should I go with?  I can either go with AMD or NVidia.  I have a choice of an RX 5700 (AMD) or a RTX 2070 (NVidia flavour).  I won't be using SLI or Crossfire, but will all be water-cooled.

    Why water-cooled?

RX 5700XT is what you compare to RTX 2070.

I plan to overclock and it just looks so wicked.  I enjoy putting things together too...

It'd be helpful to see the rest of the stats of the computer if they are decided.
What resolution are you gaming at, and what kind of games are you playing?

A graphics card on its own isn't going to do very much.  Need the rest of the machine first. ;)
And a decent power supply, please don't skimp on the power supply.
Also note overclocking is never guaranteed, you're at the mercy of the tolerance of the chips when they roll off the production line.  You may get one that you can overclock to the heavens and back, you may get one that locks up if you overclock at all.  This is not a fault of the CPU/graphics chips, and water cooling won't help you in that instance.

I have not got very far with yet with choosing components.

I have only decided on a case so far. I plan to buy two components each month.  The case will be the Cooler Master C700M Cosmos RGB Tempered Glass Full Tower PC Gaming Case

Do you have a monitor? If so what is it?
I always think you should largely base your computer off your monitor. If you have a 60hz 1080p monitor there's no point in ramping up the hardware. Also need to consider if montior supports freesync or g sync

I was not planning on building anything new, but I have become so bored being in all the time and I need something to do.   So, as a result, I will be re-using existing parts until my budget says yes.

So, at the beginning, I just need the case, mobo, cpu & RAM.  I can temporarily reuse my PSU and GFX cards (2 x NVIDIA GeForce GTX 970 (Gigabyte) 4095MB NVIDIA GeForce GTX 970) while I build the necessary funding pot.

The system will be overclocked and water-cooled (CPU most likely cooled with a EKWB block.)

I will temporarily re-use my existing monitor while I build the necessary funds.

I forgot to say, I will be providing regular updates and photos whilst the build progresses.

    Spending £400 on a case??
    You must be super rich!
I would rather spend £100 on case but £700 on GPU if I willing to spend that much on PC.

IMO, a decent air cooler would allow overclock.
For the same money, getting a better CPU would give you better performance.

Anyway, checking the current price, £384 XFX RX 5700 XT Thicc III Ultra is good value for money

    What is your budget, BTW?
