The problem deepens as my mother remarried when i was young so my surname now is not the same as on my birth certificate so obtaining a copy would be pretty useless and i wouldn't want to use that name.
The problem is that you have chosen to change your name personally but not legally. So, what audit trails that do exist to prove your ID are in your birth name. If you no longer wish to use your birth name then change it legally.
That will give you plenty of documentation then as you have the Deed poll documentation which ties in nicely with your birth certificate.

Every bank has a list of alternatives you can use when a customer does not have the usual forms evidence.
It is usually something like a recent bill and bank statement to prove your id and address.
Check out the list with your preferred bank.

He says he can't get employment because he has not ID. If you went to a job centre they would find his NI insurance number for him using his birth name. Something doesn't add up about this post."Look after your pennies and your pounds will look after themselves"3

Just noticed he says he has a NI card so if wants employment that is all he needs to go to a job centre. He will get ID when he gets a job plus how is he paying for his day to day living unless he is a minor."Look after your pennies and your pounds will look after themselves"0

Employers have to show they have verified your right to work in the UK in order to be able to offer you a job, so you will have to prove either that you were born in the UK (birth certificate, Passport) or that you have the right to reside and work in the UK (Passport, Biometric ID card, Home Office documentation). It is likely that a birth certificate alone will not prove right to work in the UK. The law changed in the last century and now also depends on nationality of parents as well as the country of birth.NedS said:

I am not sure this person is genuine as they have not explained how they are managing to live if they have no employment or ID. If they were on benefits they would have ID"Look after your pennies and your pounds will look after themselves"1
